What's being evaluated for 'Suspended Instance'?

The 'Suspended Instance' resource of the BizTalk 'Health Check' Category has no thresholds and acts as a placeholder so you can access the report using the Actions button.

The evaluated state is provided in the table below:

Click the Actions button and then click on the Details menu item to open the statistics report for suspended instances: png_SuspendedInstances_Details_Modal

The report shows the statistics for suspended instances from the last 6 months grouped by BizTalk Application name. The table is sorted by total number of suspended instances descending.

In the header you will also easily see which is the oldest still suspended instance (this may very well be older than 6 months if you have not properly managed your suspended instances) and from what BizTalk application.
